It is illegal in the city of Round Rock, Texas to shoot off fireworks.  So, in order to let the citizens know, they called in a favor from Elmo, who made a video reminding everyone about the firework laws.   He said, "It's really not smart, you could end up with a fine of up to $2,000 and that's a lot of cookies . . .
