MARSHALL — The Marshall City Council will meet Tuesday at 5:30 p.m. at City Hall, where members will hold two public hearings and consider a full slate of year-end business. 

The council will open with a hearing on the North High Street reconstruction project, covering the stretch from North 4th Street to Oak Street. After public input, members are expected to vote on ordering the improvement and preparing plans. A second hearing will focus on amendments to spending plans for several Tax Increment Financing districts, followed by a resolution for approval. 

Council members will also review quotes for a Studio 1 cablecast system update and award a contract for new fencing and gates at the Marshall Aquatic Center. 

The consent agenda includes 2026 liquor and tobacco license renewals, a temporary liquor license for the Marshall Convention and Visitors Bureau, updated Paid Family and Medical Leave policy language, the 2026 fee schedule, and routine bill and project payments. 

In new business, the council will hear the Convention and Visitors Bureau’s annual report and consider several ordinance changes related to height and yard modifications, permits for moving structures into residential districts, and limits on registrations. 

Airport projects also appear on the agenda. The council will consider authorization to request a MnDOT grant and a professional services agreement for relocating the aviation fuel facility at the Southwest Minnesota Regional Airport. Members will also act on the final pay estimate for the airport’s snow removal equipment building. 

Other items include a resolution to submit the Redwood River Comprehensive Watershed Management Plan and the annual performance evaluation statement for the city administrator. Reports from council liaisons, staff, and upcoming meeting information will conclude the session.
