MARSHALL, Minn. — The Marshall Police Department is notifying the public that Level 3 predatory offender Dillon Ray Desrosiers is scheduled to move to the 600 block of West Lyon Street in Marshall on July 1. The notification is being issued in accordance with Minnesota statutes governing community notification of predatory offenders.
According to Marshall Police, Desrosiers remains under the supervision of the Minnesota Department of Corrections Intensive Supervised Release Program.
Desrosiers was convicted of fourth-degree criminal sexual conduct in Winona County in 2012 and third-degree criminal sexual conduct in Anoka County in 2013. Authorities say he has a history of sexual contact with known female teenagers, including penetration. Police say he gained access to one victim through an online relationship and used kindness and attention to establish trust before seeking unmonitored contact. Authorities also state he used coercion and mood-altering substances to maintain control.
A Level 3 designation is the highest public risk level assigned in Minnesota and allows law enforcement to notify schools, daycares, churches, recreation centers, and members of the public who may encounter the offender.
