ST. PAUL (KMHL) –Troubling Dysfunction is to blame for $29 million in overpayments that were made to two tribal governments for opioid treatment programs.

The findings were part of an audit report released yesterday by the Legislative Auditor on the payments made by the Department of Human Services. The report says it was not able to blame any person or team for the mess.

The audit notes the payments began more than a decade ago and continued for several years and didn’t stop until an outside inquiry brought it to light.

The report notes the department did not have legal authority to make the payments and there was no documentation as to why, when or who decided it was appropriate to make them.
