MANKATO, MN (KMHL) — A child is safe after his biological mother kidnapped him in Mankato. According to Mankato Public Safety, officials responded to a report of a kidnapping and burglary at 10:26 Tuesday evening to the 400 block of N 6th Street. 33-year-old Xia-Ziang Conchita Plunkett with no permanent address, entered a Mankato residence and kidnapped her biological son. Plunkett has no parental rights to the child.
Law enforcement located her vehicle traveling northbound on I35 near the Rice and Scott County Line. Law enforcement officials then closed the highway while they negotiated with Plunkett. After several hours, Plunkett was taken into custody without incident. She is being held in the Rice County Jail until she can be transported to the Blue Earth County Jail. The child was found safe and returned to the residence.
