The Minnesota Department of Agriculture is now accepting applications for two grants supporting livestock producers.  The AGRI Livestock Investment Grant provides up to $1.5 million for farmers and ranchers to improve or modernize equipment and infrastructure. Grants range from $400 to $25,000.  The AGRI Protect Grant provides up to $250,000 to help livestock producers purchase equipment that reduces the risk of avian influenza transmission. HOLLAND, Minn. — Two people were injured in a two-vehicle collision on Wednesday in Pipestone County. According to the Minnesota State Patrol, on Wednesday at 1:09 p.m., a 2011 Chevy Silverado was traveling southbound on Highway 23, and a 2022 Kia Sorento was traveling northbound on Highway 23 near Holland in Pipestone County. The Kia attempted to turn onto 140th Avenue when the vehicles collided.  The driver of the Kia, 76-year-old Donald Noyes of Sioux Falls, sustained non-life-threatening injuries. MARSHALL, Minn. — The Marshall City Council has approved a 9.59% preliminary property tax levy increase for 2027.  The proposed levy is approximately $11.5 million. Personnel costs, higher health insurance expenses, and debt service from 2026 bond issuance are among the primary factors behind the increase.  The proposal also includes funding for an additional full-time parks employee, although city staff are exploring ways to address the need through existing employees and temporary part-time workers.  Marshall’s tentative tax capacity increase is about 6.3%.  The council will continue working on the budget and levy before considering final approval at its Dec. 22 meeting. MARSHALL, Minn. — The Arts & Living History Festival in Marshall is moving indoors this Saturday due to the forecasted weather.  The free event will be held from 8:30 a.m. to 1:30 p.m. at the Red Baron Arena & Expo. Activities include art and craft vendors, living history reenactors, food trucks, kids’ make-and-take activities, old-time photos and live music from Richie Lee and the Fabulous 50’s Band.  The festival is hosted by Visit Marshall and the Lyon County Museum. Willmar Police were called around 8 p.m. to Rau Park in the 1000 block of Seventh Street Northwest for reports of gunshots. MINNEAPOLIS, Minn. — The man convicted in the 2025 attacks on two Minnesota lawmakers and their families is scheduled back in federal court today. Vance Boelter has a 3 p.m. status conference in a Minneapolis U.S. District Court. Boelter pleaded guilty to federal charges stemming from the killings of former House Speaker Emerita Melissa Hortman and her husband, Mark, and the shootings of Senator John Hoffman and his wife, Yvette. He is serving two consecutive life sentences plus 40 years. Boelter also faces a separate state prosecution, with that trial scheduled to begin November 2. 

MARSHALL, Minn. — The emerald ash borer has been confirmed in Lincoln and Pipestone counties.  The Minnesota Department of Agriculture says the insect was found at a campground near Lake Benton and at a yard waste site in Jasper.  The larvae kill ash trees by tunneling beneath the bark and feeding on the tissue that carries nutrients. Avera Marshall received the Innovation in Patient Care Award for its OB Navigation program, while Aaron Schroeder, RN, cardiac rehab supervisor, received the Excellence in Caregiving Award.  The OB Navigation program supports mothers and families throughout pregnancy, delivery and postpartum care by connecting patients with education, resources and coordinated clinical and community support.  Schroeder was recognized for his work with patients in cardiac and pulmonary rehabilitation, providing coaching, education and encouragement.
