MARSHALL, Minn. — The Marshall City Council has approved a 9.59% preliminary property tax levy increase for 2027.
The proposed levy is approximately $11.5 million. Personnel costs, higher health insurance expenses, and debt service from 2026 bond issuance are among the primary factors behind the increase.
The proposal also includes funding for an additional full-time parks employee, although city staff are exploring ways to address the need through existing employees and temporary part-time workers.
Marshall’s tentative tax capacity increase is about 6.3%.
The council will continue working on the budget and levy before considering final approval at its Dec. 22 meeting. A Truth in Taxation meeting is scheduled for 6 p.m. Dec. 8 at Marshall City Hall.
